There was a breakthrough in the science of time travel
Historically, sending a person back through time and/or across dimensions, caused destabilization to the living organisms' physiological processes.
The breakthrough (and fiasco) in anti-aging is unleashing a new paradigm.
Most people wanted to look younger. And then younger. And younger again. It blurred the lines on "age of consent". Politics is more unraveled than ever. Legal proceedings are the lawyer's cash cow...
I digress, studying time travel from a linear mirror proved fatal to the world's first experiments/volunteers (read: desperate and already terminal) -- if your goal was cheating death, this process expedited it.
Until now.
They are building a network of surrogate caretakers.
It has been found, that if the time traveler undergoes deep de-aging (DDA) prior to the transfer process, physiological early development processes combat and re-stabilize the time travelers' degradation (TTD).
In the early 21st century, politics was volatile and employed many individuals (being forced into) masking their geriatric conditions -- The greed compounded to inhumane practices resorting to the manipulation of then still undisclosed developments in technology.
Death didn't stop your elected figurehead. You could pluck one from an alternate dimension where he hasn't been scripted for such a role, and the people would accept him implicitly while such technology for displacement was still unheard of. This practice was knowingly unsustainable due to studied effects of TTD, but greed was an unfortunate motivation of the time.
During The Siren Age of the Whistleblowers' Union, this malpractice was revealed subsequently no longer tolerated.
The emerging developments of DDA and the upstream impacts of transplant travelers across time / dimensions has uniquely reinforced its own study.
From a linear perspective, our experimental data can be recorded instantaneously for individuals delivered to the past.
They have reported cognitive awareness from infancy through adolescence, of the life they came from before, but there was little expediting of motor development skills. The mismatch of awareness and ability to communicate was reportedly disconcerting, but no travelers were sent without full knowledge and consent of these expectations.
"Children are the future" they used to say, but it's growing increasingly accurate to say "children are from the future"
This creates a resource bottleneck for the "time in demand" (TiD), which is the currently preferred temporal destination with balance of technology and convenience to bootstrap DDA vessels while the 23rd century mitigates it's atmosphere, environment, recycling processes, food production, deep space mining operations/refining, etc.
